Since then, two further Implementing Regulations \u2014 (EU) 2022\/169 and (EU) 2025\/89 \u2014 have expanded the permitted forms. For European and export-oriented mealworm processors, these three regulations are now the backbone of any commercial insect-protein line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This article walks through each of the three authorizations in order, summarizes what they actually permit, and explains the upstream production requirements that the European Food Safety Authority (EFSA) and the European Commission expect to see in a compliant mealworm processing line \u2014 the same line of equipment that Shuliy&#8217;s mealworm separators, microwave dryers and oil extraction machines are already designed to support.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why this matters for mealworm processors and equipment buyers<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before 2021, no whole-insect product could legally be marketed for human consumption anywhere in the European Union under Regulation (EU) 2015\/2283 on novel foods. This second regulation was driven by a new application that broadened the scope beyond whole dried larva, and added it to the Union list of novel foods in Implementing Regulation (EU) 2017\/2470.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Field EU 2022\/169 Adopted 8 February 2022 Permitted forms Frozen (whole, thermally processed), paste, dried (whole or powdered) Scope expansion vs. 2021\/882 Adds frozen and paste forms for the first time; pre-existing dried forms continue under 2021\/882 Official Journal reference CELEX 32022R0169<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The practical effect is that processors can now legally sell frozen mealworm larva to retail and foodservice channels inside the EU, and use the same upstream sorting and drying equipment for multiple product formats. EFSA&#8217;s safety assessment concluded that UV-treated whole mealworm powder is safe within the specified maximum use levels and food categories. For processors, this opens a new high-value product stream \u2014 a powder ingredient that can be incorporated directly into bakery, pasta, dairy and snack matrices.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What EU 2025\/89 means for your processing line<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The upstream line still ends at a dry, whole larva \u2014 the same end-point as 2021\/882 \u2014 and only then enters the UV-treatment chamber and mill.
